The “you need 20% down” myth can make buying a first home feel out of reach. In practice, some mortgage programs allow much smaller down payments, and assistance programs may help eligible buyers with upfront costs.
For a sense of scale, the Royal Palm Coast Realtor Association (RPCRA) reported a $380,000 median sale price for Cape Coral-region single-family homes in September 2026. At that illustrative price, a 3.5% FHA down payment would be about $13,300, before closing costs and other expenses. That is not a current price quote or a guarantee of eligibility; it simply shows why saving while paying rent can be a real hurdle.
As of late 2026, buyers in Cape Coral and Fort Myers can explore two broad paths: state programs accessed through participating lenders, and local assistance administered through housing agencies or their program partners. Funding, limits, and rules change, so confirm the current terms before you make an offer.
Two paths to assistance
State programs are generally tied to a Florida Housing first mortgage and require you to work with a participating lender. Local programs may be administered by Lee County, Cape Coral, or a local nonprofit partner. They can have separate income limits, eligible-property rules, application steps, and funding cycles.
The programs below are starting points, not a promise that funds are currently available or that every buyer can combine them.
Florida Housing programs: the lender-led route
Florida Housing Finance Corporation offers 30-year fixed-rate first mortgages through participating lenders. Its basic program requirements include a minimum 640 credit score, approved homebuyer education, and compliance with county income and purchase-price limits. You must use a participating lender. See the Florida Housing homebuyer overview and lender and agent locator.
Eligible borrowers may be able to pair that first mortgage with one of these second-mortgage options:
- FL Assist: Up to $10,000 at 0% interest as a non-amortizing, deferred second mortgage. It is not forgiven. Repayment is generally triggered by events such as sale, refinancing, transfer, or no longer occupying the home as your primary residence.
- FL HLP Second Mortgage: $12,500 at 3%, fully amortizing over 30 years. It has a monthly payment, which may count in your debt-to-income ratio.
- HFA Preferred or HFA Advantage PLUS: A second mortgage equal to 3%, 4%, or 5% of the first-mortgage amount. It is forgiven at 20% per year over five years, but only with specified Florida Housing conventional first-mortgage products.
Hometown Heroes is for eligible full-time workers in qualifying occupations, including certain healthcare, education, first-responder, public-safety, court, and childcare roles, as well as eligible military members and veterans. The program offers up to 5% of the first mortgage, up to $35,000-through a 0% deferred second mortgage. The loan is not forgivable. Buyers generally need a 640 minimum credit score, must meet the applicable income limit (published as up to 150% of area median income), and must satisfy program employment rules. Confirm whether your occupation and documented work hours qualify with a participating lender. Assistance is not standalone: it must be paired with a Florida Housing first mortgage. Review the current Hometown Heroes program details and limits.

Lee County assistance: check the address and current funding
Lee County programs have their own requirements, and the rules can depend on where a home is located. A property inside Cape Coral or Fort Myers city limits may not be eligible for every county-administered strategy. Contact Lee County Human and Veteran Services to verify whether the address, property type, and funding source fit.
Several options are worth asking about:
- Lee County SHIP: The County’s 2026–2029 housing plan describes purchase assistance for eligible first-time buyers purchasing new construction. Its plan lists maximum awards of up to $100,000 for very-low-income households, $85,000 for low-income households, and $25,000 for moderate-income households. The assistance is a 0% deferred loan, generally forgiven after 15 years if the buyer remains in compliance. These are program ceilings, not guaranteed awards; confirm which strategy is open and whether the property location qualifies.
- HOME down payment assistance: Current County materials describe need-based assistance of up to 10% of the purchase price, capped at about $34,000, with a maximum purchase price of about $342,000. The 0% second mortgage is forgiven at 10% per year over 10 years if program conditions are met. HUD-approved homebuyer education is required. Lee County’s current HOME information also excludes homes with in-ground pools, so check property eligibility before pursuing a house.
- CDBG homeownership assistance: A Lee County application dated May 2024 lists up to $75,000 in assistance and excludes properties with in-ground pools. Because that application is older and rules or funding may have changed, do not rely on those terms as a current 2026 offer. Ask the County for the latest application and written confirmation of pool, location, and funding rules.
- Lee County FirstPlus: The Housing Finance Authority’s FirstPlus program describes up to $10,000 as a 0% deferred second mortgage for eligible first-time buyers using FHA, VA, or USDA financing. It lists a 640 minimum FICO score and income limits. Verify current limits and availability with an approved lender.
Cape Coral and Fort Myers city-level options
Cape Coral administers its own SHIP allocation. The City’s housing plan lists purchase assistance of up to $80,000, limited to 20% of the purchase price, in the form of a 0% deferred loan that may be forgiven after 10 years if the buyer meets the conditions. But the City’s housing and grants page currently says no funding is available. Its posted information also says individuals do not apply directly for City grant funds; funded agencies or departments deliver qualifying services.
Funding is cycle-dependent, and SHIP cycles often align with a July 1 fiscal-year start. That does not mean funds are open on that date, or that money will remain available through the year. Contact City housing staff early, ask about the next application window, and ask whether a waitlist is available.
The City of Fort Myers’ public homebuyer information focuses on its Neighborhood Stabilization Program (NSP), which depends on available homes and funding. The City FAQ describes deferred assistance and required education for NSP buyers, but it should not be treated as proof that a general 2026 grant is open. Check the City’s NSP information and confirm current inventory and eligibility directly.

What “first-time buyer” usually means
For Florida Housing programs, the IRS first-time-buyer definition generally means you have not owned and occupied a primary residence during the three years before your purchase. It does not always mean you have never owned a home. Some programs have exceptions, including rules that may apply to veterans. Ask the lender to check the definition for the specific program you plan to use.
How assistance works when you make an offer
Start with a participating lender, not just a property search. The lender can check your credit, income, debts, loan options, and current program limits. Take the required homebuyer education class early: waiting until you are under contract can put your timeline at risk.
Ask whether you can combine state and local help. Some programs can work alongside other sources, but stacking is not automatic: one program may reduce its award based on other assistance, gifts, or buyer funds. Seller concessions may also help cover eligible closing costs when negotiated into the offer and allowed by the loan rules. They are not necessarily cash toward your down payment, and they are subject to program and lender limits.
The property itself matters, too. Purchase-price caps can rule out otherwise attractive homes, and features such as an in-ground pool may disqualify a home from certain assistance programs. Get the program administrator’s answer before you commit.
Common mistakes to avoid
- Starting with a lender that does not participate in the program you want.
- Assuming a published maximum means funding is currently available.
- Searching above a program’s purchase-price limit.
- Delaying the education class or local-agency contact until after an offer is accepted.
- Assuming two assistance programs can be combined without approval.
A simple order of operations
- Ask a participating lender to screen you for Florida Housing, Hometown Heroes, and FirstPlus options.
- Confirm your first-time-buyer status, income limits, credit, and likely purchase-price ceiling.
- Enroll in approved homebuyer education.
- Contact Lee County or the relevant city/agency about local programs, address eligibility, funding, and application timing.
- Ask how assistance interacts with seller concessions and any other funds you plan to use.
- Shop with your financing and program requirements in hand.
RE/MAX Realty Team has more than 100 agents across two offices and has been the region’s #1 producing brokerage for 14+ years. The takeaway: You may not need 20% down, but the right assistance depends on the lender, the property, your household, and available funding. Verify the rules before you make an offer. For help finding a home in Southwest Florida, visit swflhomestoday.com or call 239-242-2000.
